Jump Start Platform Library Kit, from Annasoft Systems (San Diego, CA), is a board support package that enables PC-compatible hardware platforms, both commercial and custom, to run the Windows CE operating system, which is certified by Annasoft Systems. Included with it is the CE Launcher software tool kit, which enables Windows CE to boot on embedded PCs without the aid of MS-DOS. The software provides the basic adaptation to a PC by utilizing the existing BIOS and providing a boot loader. Of equal importance, the Jump Start PLK provides basic drivers not provided in Microsoft's Platform Builder of enhanced drivers that provide more performance of functionality.
Microsoft did not intend the Windows CE to be a "shrink-wrapped" operating system for the PC, but rather for it to be adapted to different microprocessors and hardware platforms. Moreover, they viewed the PC as more of a development rather than target platform, hence requiring DOS for loading Windows CE.
